Sylvia Kagulurah is an Associate Consultant at Dev-Afrique Development Advisors, where she supports the delivery of multi-country development programmes through expertise in Monitoring, Evaluation and Learning (MEL), Gender Equality, Disability and Social Inclusion (GEDSI), Communication for Development, research, and project management. She contributes to the design and implementation of MEL systems, evaluations, learning processes, technical proposals, and knowledge products, partnering with governments, development partners, academia, private sector actors, and community structures across Southern, Eastern, Central, and West Africa. Sylvia’s expertise spans agriculture and food systems, economic governance, trade and development, climate change, consumer welfare, public health, public policy, and community development, where she has designed and delivered high-impact, evidence-driven, gender-responsive, and inclusive development solutions. Her expertise includes GEDSI, Social and Behaviour Change (SBC), qualitative and mixed-methods research, programme learning and project management.

Before joining Dev-Afrique, Sylvia worked with DT Global on the United States Agency for International Development (USAID) Business Enabling Project, contributing to women’s economic empowerment, public-private dialogue and private sector development across agriculture, trade, eco-tourism, climate change and energy. She previously worked with Consumer Unity and Trust Society (CUTS) International on consumer welfare, economic governance, trade and development, climate change, gender equality, agriculture and food systems.

She has also supported Food and Agriculture Organization of the United Nations (FAO) assignments focused on SBC, GEDSI, food systems and value chains, and contributed to Mastercard Foundation-supported digital inclusion assignments implemented through Digital Opportunity Trust (DOT) and Q3 Strategy.

Sylvia combines analytical thinking, stakeholder engagement, facilitation and strategic communication to translate evidence and implementation learning into inclusive, sustainable and locally grounded development solutions.

She is pursuing a Master of Public Health at the University of Zambia and holds a Bachelor of Science in Quantitative Economics from Université Mouloud Mammeri in Algeria.
